credit cards

Yes, that ?minimum payment due? box on your credit card statement looks so enticing. Pay a small amount, and you?re off the hook ? for a month, anyway.

But as the nearly 45% of Americans who carry a balance every month know, that rotating charge usually comes back to bite you. According to the credit-card comparison site CreditCards.com, a cardholder who owes $16,000 (the average amount of debt per household) will end up shelling out an additional $11,000 in total interest by paying only the minimum each month.

Credit card companies prefer you maintain a balance on your cards, of course, because they make their money charging you fees and interest. The higher your card?s interest rate, the more income your card balance generates.

Negative Effects of Debt

However, credit card issuers don?t intend for you to use your entire credit limit. If you do start charging high enough to reach that amount, you?ll kick off a bad chain reaction of events, including:

A drop in your credit score. Thirty percent of your credit score is based on how much of your available credit you?re using. This ratio of credit card balances to credit limits is known as your credit utilization, so the higher that ratio is ? meaning the closer you are to your credit limit ? the more your credit score takes a hit. Maxing out one credit card is bad for your credit score, maxing out all of them is a disaster.

Lenders won?t like you. Whether you apply for a car loan or a mortgage, the lender wants to see how much of your available credit you?re using. If your credit card balances are too high, banks assume you have more debt than you can handle, and will put a big ?denied? stamp on your application.

The risk of going over your credit limit. Even if you think you?re safely below your credit limit, you could still end up going over once finance charges are applied to your balance. If your balance does exceed the magic number, it can be difficult to go back because you?ll be charged an over-limit fee each month your balance is over the line.

Triggering the default rate. Credit card companies have the right to raise your card interest rate if you default on your credit card terms by maxing out your credit card. The default rate is the highest interest your card company can charge and, it?s typically a minimum of 30%.

A balance you may never be able to repay. A maxed-out credit card, with a default rate on top of that, could take years to pay, especially if you only pay the minimum. Even though you want to pay the balance in full, parting with that much cash may be hard to do by the time the payment due date rolls around.

So that those horrific events don?t happen to you, it?s wise to keep a low to no balance on your credit card. Having a balance below 10% of your credit limit won?t wreak havoc on your credit score, and it?s acceptable to lenders.

Debt Elimination Plan

And, of course, making monthly payments above the minimum is important; according to credit-scoring agency FICO, your payment history counts for 35 percent of your credit score.

Ultimately, you want to be one of the 54 percent of Americans who pay off their credit cards every month. But until then, ridding yourself of your current balance should be your top financial priority.

?You need an action plan to help you work at reducing?and eventually eliminating what you owe,? says Gail Cunningham, a spokesperson for the nonprofit National Foundation for Credit Counseling.

Here?s how to put that pay-down plan into place:

Target just one card first.

If you?re carrying balances on multiple cards, it?s a long slog to wipe out all those debts. But there are three methods you can choose from to do so.

To give yourself a boost of instant gratification, put as much money as you can toward the card with the lowest balance first. Do this even if you need to pay only the minimum on your other cards in the meantime.

If you want to boost your credit score, then tackle the card with the highest utilization rate (figure that out by dividing your credit card balance by the card?s limit). Bringing the utilization rate down just 20% could significantly increase your score.

Or, if you want to pay less in interest overall, then pay off the card with the highest interest rate first.

Cancel your credit cards ? but not all at once.

Each time you close a credit card account, it temporarily lowers your credit score, so avoid canceling more than one card in a nine-month period. The longer your credit accounts have been open, the higher your credit score.

But, ultimately, having the highest available credit line with the fewest number of cards is the best position to be in.

Transfer your balance ?? cautiously.

It?s tempting to move a balance from a card with a high interest rate to a card with a much lower one because you can end up saving hundreds of dollars a year.

However, you should only transfer a balance if you?re committed to paying off the debt within the introductory low -rate window, typically 12 to 18 months, and to making monthly payments on time. Otherwise, your rate could skyrocket, possibly ending up higher than the one you just got rid of.

Try not to make any new purchases with the card ? the low interest rate often doesn?t apply to them. Also, know that you may be charged a balance-transfer fee, which is usually about 3% to 4% of the total amount you transfer over.

If you must make minimum payments, do it twice a month.

Card issuers typically charge interest on a daily basis, so the sooner you make a payment, the faster your average daily balance is reduced ? and that translates into less interest that you?ll ultimately pay.

If you?re on a tight budget, go ahead and pay the minimum due each month, but try to make the same payment again two weeks later. Keep putting that twice-monthly minimum payment on your To-Do list until your debt is paid off.

To put it in perspective, say you charged $2,000 on a card with a 17% interest rate. If you make only the minimum monthly payment, which is about 2% of the balance, it will take more than 21 years to pay it off. But if you make an additional payment two weeks later, you?ll be debt-free in less than three years.

Quite a difference, right?

The Bottom Line

Because maintaining a positive payment history is critical to a high credit score, pay off your cards monthly. Keeping that balance down to a big fat zero translates into a glowing credit report.

AP Source: 3 former Miami coaches want case tossed

(AP) ? Three former Miami assistant coaches filed a motion on Thursday with the NCAA asking that their infractions cases be dismissed because of the mistakes that governing body for college athletics made in their long investigation of the Hurricanes.

Former football assistant Aubrey Hill and former basketball assistants Jake Morton and Jorge Fernandez had their motion delivered to the NCAA's Committee on Infractions, according to a person who spoke to The Associated Press on condition of anonymity because neither side authorized the release of any information.

The motion, according to the person, says the three coaches believe the NCAA's alliance with the attorney for the former booster at the center of the Miami scandal has created a scenario where they cannot "get a fair and reasonable proceeding."

A conference call on the matter is scheduled for Friday with the NCAA.

"It's unprecedented that all this is happening, and happening this way," the person said.

The NCAA believes Hill and Fernandez provided them with misleading information during the probe into Miami athletics, and cited them as believed to be in violation with what's known as Rule 10.1 ? the broad one governing ethical conduct. Morton was also cited in the case against the Hurricanes, after the NCAA said he, among other things, accepted "supplemental income" of at least $6,000 from the former booster, Nevin Shapiro.

Miami received its notice of allegations from the NCAA on Tuesday. In that letter, the NCAA said the Hurricanes had a "lack of institutional control" for the way they failed to monitor Shapiro, a convicted felon who provided cash, gifts and other items to players on the football and men's basketball teams over a span of about eight years.

Shapiro is currently serving a 20-year prison term for masterminding a $930 million Ponzi scheme.

It's unknown when the committee will decide anything related to the motion. The NCAA has told other coaches named in the notice of allegations, including Missouri basketball coach Frank Haith, that responses to the letter are due by May 20 ? and that the case may not be heard by the infractions committee until July unless all parties involve agree to an expedited schedule.

The case that will be presented on behalf of Hill, Morton and Fernandez is also expected to include the assertion that since the NCAA cooperated with Shapiro attorney Maria Elena Perez ? who deposed two witnesses that the NCAA wanted to hear from as part of her client's bankruptcy case and used subpoena power to do so, a tool the association does not have in its arsenal ? that fraud was also perpetrated on the bankruptcy court.

The news of the motion was just one part of yet another busy day as it relates to the Miami-NCAA saga, which almost seemed to be dragging along for the better part of two years before this wild week filled with acknowledgements of wrongdoing by investigators, the delivery of the actual charges, two extremely sharp-tongued statements issued by University President Donna Shalala about the process and now what essentially amounts to legal wrangling.

And one Florida state lawmaker has now called the NCAA's probe of the Hurricanes "a witch hunt."

At Louisville, the Cardinals have made the decision to keep assistant coach Clint Hurtt on staff while he answers NCAA allegations of ethical misconduct while he was an assistant with the Hurricanes. Louisville athletic director Tom Jurich said he doesn't see a need to change Hurtt's role or status with the program right now, but that he couldn't say whether Hurtt will be with Louisville next season.

"Clint is due his due process," Jurich said. "I think that's the only fair thing that we can do as a university. Clint's side of the story is much different than the allegations are so I think we wait the 90 days and see how it unfolds then."

Like Hill and Fernandez, Hurtt faces a charge that he breached the ethical-conduct provision from the NCAA.

A person familiar with the matter told The AP that the Rule 10.1 charge against Hurtt largely stems from the NCAA's belief that he was not truthful in a November 2011 interview with investigators, one that included questions about whether he provided improper meals, transportation and some lodging for a small number of recruits and players.

Also Thursday, a member of the Florida Senate wrote the state's Attorney General, asking that the NCAA be investigated for what he called "lack of institutional control" on the association's part.

Sen. Joseph Abruzzo wrote Attorney General Pam Bondi, saying that NCAA investigators "engaged in corrupt behavior in an attempt to manufacture misdeeds against the University of Miami" and in doing so, may have actually violated Florida law.

"I am requesting that the NCAA's admitted wrongdoing be investigated immediately before the NCAA's witch hunt against the University of Miami causes further damage," Abruzzo wrote.

NEW YORK (AP) ? Sony showed off what the PlayStation 4 can do, but not what it will look like.

The Japanese electronics giant talked about its upcoming game console for the first time and said it will go on sale this holiday season.

But Sony didn't reveal the device itself. Presenters played games that were projected on screens in a converted opera house, but the PlayStations themselves were hidden backstage throughout Wednesday evening's two-hour event.

"I don't know that the box is going to be something that's going to have a dramatic impact on people's feelings about the game. It will be a color and a size fairly comparable to previous consoles," said Jack Tretton, CEO of Sony Computer Entertainment of America, the U.S.-based arm of the PlayStation business.

"There's a big story to tell here, and it's going to take between now and the holiday season to get all the details out there," Tretton said in an interview.

Tretton said the price of the PS4 hasn't been decided yet, but hinted that it wouldn't be as high as the PlayStation 3 was initially. The PS3 debuted in 2006 with two models for $500 and $600. It now sells for about $300.

The PS4 will be jostling for attention this holiday season with Microsoft's successor to the Xbox. Details on that device are expected in June. Xbox 360 came out a year before PS3 and has been more popular, largely because of its robust online service, Xbox Live, which allows people to play games with others online. Having an event this early allows Sony to grab the spotlight for a few months, though the lack of an actual device was noted by many people on Twitter and elsewhere.

Sony did reveal that the insides of the PS4 will essentially be a "supercharged PC," much like an Xbox. That's a big departure from the old and idiosyncratic PlayStation design and should make it easier for developers to create games. Sony Corp. is using processing chips made by Advanced Micro Devices Inc.

"One of the big challenges we faced in the past was that we created great technology that we handed over to the development community, and they had to go through a learning curve before they could harness it. And when they did, we saw some phenomenal games," Tretton said. "We wanted to lower that barrier of entry and really give them the ability to create tremendous gaming experiences from Day One."

The adoption of PC chips also means that the new console won't be able to play games created for any of the three previous PlayStations, even though the PS4 will have a Blu-ray disc drive, just like the PS3. Instead, Sony said gamers will have to stream older games to the PS4 through the Internet.

Other new features revolve around social networking and remote access. With one button, you can broadcast video of your game play so friends can "look over your shoulder virtually," said David Perry, co-founder of the Sony-owned Internet game company Gaikai. With remote play, you can run a game on the PS4 to stream over the Internet to Sony's mobile gaming device, the PlayStation Vita, which debuted last year.

The goal is to make the PS4 so good at figuring out what games and other content you want that it can download it without being asked, so that it's available when you realize you do want it, Sony said.

"Our long-term vision is to reduce download times of digital titles to zero," said Mark Cerny, Sony's lead system architect on the PS4.

The PS4 is arriving amid declines in video game hardware, software and accessory sales. Research firm NPD Group said game sales fell 22 percent to $13.3 billion in 2012. With the launch of the PS4, Sony is looking to attract people who may have shifted their attention to games on Facebook, tablet computers and mobile phones.

Forrester analyst James McQuivey said Sony is missing the point by building what amounts to an upgraded PS3.

"Sony believes the future will be like the past and has built the game console to prove it," he said. "Tablets and smartphones now engage more people in more minutes of gaming than consoles will ever achieve."

Sony showed an updated controller that adds a touchpad and a "share" button. The controller also features a light bar, which means a new PlayStation camera can more easily track the device for motion control.

Dennis Fong, CEO of the gaming-centric social networking site Raptr, thinks Sony's focus on sharing with the PS4 will be good for both gamers and business.

"The ability to capture an image, video or instantly broadcast what's on players' screen to their friends is transformational for the new generation of consoles," said Fong. "Providing them with community tools to create videos and live broadcasts is a cool feature for gamers, and also great for business. User-generated content keeps players engaged with the game even while they aren't playing it and also attracts new users from the buzz generated around this content."

The bulk of Wednesday's event was devoted to demos of games for the PS4, including a realistic team racing simulator, "Drive Club," super-powered action sequel "Infamous: Second Son," artsy puzzler "The Witness" and several first-person shooter games, including "Killzone: Shadow Fall." Beyond games, the PS4 will let people create animation in 3-D using a Move motion controller ? all in real time.

Last fall, Nintendo launched the next generation of gaming consoles with the Wii U, which comes with a tablet-like controller called the GamePad. The controller allows two people playing the same game to have different experiences depending on whether they use the GamePad or a traditional Wii remote, which itself was revolutionary when it came out because of its motion-control features.

Judging by Wednesday's event, Sony seeks to improve but not revolutionize game play. The games were updates to existing ones, with improved graphics.

"At the end of the day, this is a device by gamers for gamers," Tretton said. "The games that people go out and spend billions of dollars on are your traditional shooters."

The original Wii has sold more units since its launch than both its rivals, but it has lost momentum in recent years as the novelty of its motion controller faded. Nintendo said it sold 3.1 million Wii Us by the end of 2012. It was a disappointing start for the first of a new generation of gaming systems.

In some ways, notably its ability to display high-definition games, the Wii U was just catching up to the PS3 and the Xbox 360, the preferred consoles to play popular games such as "Call of Duty."

All three console makers are trying to position their devices as entertainment hubs that can deliver movies, music and social networking as they try to stay relevant in the age of smartphones and tablets. The PlayStation online network will have access to Sony's video and music services, as well as Netflix, Hulu and Amazon, with paid subscriptions to those services. People will also be able to access Facebook.

Britain to India: Diamond in royal crown is ours

AMRITSAR, India (Reuters) - British Prime Minister David Cameron says a giant diamond his country forced India to hand over in the colonial era that was set in the late Queen Elizabeth I's crown will not be returned.

Speaking on the third and final day of a visit to India aimed at drumming up trade and investment, Cameron ruled out handing back the 105-carat Koh-i-Noor diamond, now on display in the Tower of London.

One of the world's largest diamonds, some Indians - including independence leader Mahatma Gandhi's grandson - have demanded its return to atone for Britain's colonial past.

"I don't think that's the right approach," Cameron told reporters on Wednesday after becoming the first serving British prime minister to voice regret about one of the bloodiest episodes in colonial India, a massacre of unarmed civilians in the city of Amritsar in 1919.

"It is the same question with the Elgin Marbles," he said, referring to the classical Greek marble sculptures that Athens has long demanded be given back.

"The right answer is for the British Museum and other cultural institutions to do exactly what they do, which is to link up with other institutions around the world to make sure that the things which we have and look after so well are properly shared with people around the world.

"I certainly don't believe in 'returnism', as it were. I don't think that's sensible."

Britain's then colonial governor-general of India arranged for the huge diamond to be presented to Queen Victoria in 1850.

If Kate Middleton, the wife of Prince William, who is second in line to the throne, eventually becomes queen consort she will don the crown holding the diamond on official occasions.

When Elizabeth II made a state visit to India to mark the 50th anniversary of India's independence from Britain in 1997, many Indians demanded the return of the diamond.

Cameron is keen to tap into India's economic rise, but says he is anxious to focus on the present and future rather than "reach back" into the past.

Hemos hecho caso a nuestros lectores.

Voz editorial... a medida

Y receptiva.

No hacen falta instrucciones

92% Silver Linings Playbook

All Critics (227) | Top Critics (51) | Fresh (200) | Rotten (17)

It's a rom-com that succeeds in revitalizing that discredited genre where so many others have failed, injecting it with the grit and emotion of realist drama rather than with amped-up whimsy or social satire or montages of people walking on the beach.

Silver Linings Playbook tells us that happily-ever-after may depend on finding people who coexist with our lunacy, not ones who can lead us out of it. In any case, it's crazy good.

A crazy beaut of a comedy that brims with generosity and manages to circumvent predictability at every turn.

An edgy romantic dramedy that suits our anxious times.

This meaningful film keeps the laughs, giddy anxiousness and warm butterflies from the trailer and sustains it all through two full hours of a love story.

Director David O. Russell forms a unique and incredible romance dramedy...

There is some charm to the story, but the final act is very neat, predictable, contrived, and not up to originality of the first two.

Director David O. Russell is a little too chipper at times - breaking a restraining order is really no joke - but he brings a breeziness to this likeable tale of two misfits trying to make it work.

It may be a Hollywood comedy, but it's one that feels beautifully alive.

On the surface Silver Linings Playbook is a raucous romantic comedy, but its real interests are superstition and delusion.

A volatile mix of familial drama and madcap comedy, infectious optimism and razor-wire wit, it's one of the most purely enjoyable films released in the past twelve months.

I suppose the phrase 'serious romantic comedy' sounds like a paradox. But that's exactly what 'Silver Linings Playbook' is: an intelligent, edgy dark comedy with romance at its core.

This is a rom-com dressed up as an Oscar-baiting "dramedy". It's a good rom-com thanks to it's edge... but occasionally has the bad traits of a bad rom-com.

Silver Linings Playbook puts the "fun" in "dysfunction." And sure, that sounds glib, but actually, it's a rather extraordinary achievement. Especially when you're skirting on the edges of sanity.

A bittersweet pill that's a mixture of an endearing family drama and modern romance that's an absolute delight.

tows the line of conventional, feel-good Hollywood rom-com, albeit dressed up in just enough art-house quirk to make it feel like something slightly radical

A reminder that 'sanity' doesn't make your flaws any more orderly.

Silver Linings Playbook is a fine, funny film, and one that should charm viewers who haven't been tricked by all those Oscar nominations into anticipating it as some kind of world-changing work of art for the ages.

David O. Russell's latest buzz film straddles a fine line between farce and kitchen-sink drama before settling into a groove that gets under one's skin.

It starts to fray about halfway through as it shifts into a more conventional mode, taking on the usual trappings of the genre and making its way to a predictable resolution

Both charming and gritty... Cooper is edgy, while Lawrence is dynamite

If there's one reason why you should see this film, it's to admire the wonderful performances from Bradley Cooper and Jennifer Lawrence.

Cooper and Lawrence Shine in Linings.

Infants in poverty show different physiological vulnerabilities to the care-giving environment

Feb. 19, 2013 ? Some infants raised in poverty exhibit physical traits that make them more vulnerable to poor caregiving, according to new research published in Psychological Science, a journal of the Association for Psychological Science. The combination of physiological vulnerability and poor caregiving may lead these children to show increased problem behaviors later in childhood.

For infants growing up in poverty, the ability to adapt and regulate -- both biologically and behaviorally -- in response to various environmental pressures seems to be critical for successful development.

To explore why some at-risk children wither while others bloom, researcher Elisabeth Conradt and colleagues examined data from a longitudinal study that followed women at risk for parenting problems and their infants. Conradt, who is now a postdoctoral researcher at the Brown Center for the Study of Children at Risk, conducted the study as a graduate student at the University of Oregon.

To assess infants' vulnerability, the researchers looked at their respiratory sinus arrhythmia (RSA) -- a physiological marker of the degree to which infants are attuned to their environment -- when the infants were five months old. They also looked at infants' attachment style and level of problem behaviors at 17 months.

The results revealed interactions between physiological vulnerability and environmental context in relationship to infants' developmental outcomes.

Infants who had high baseline RSA at five months and who were raised in an environment that promoted disorganization displayed more problem behaviors than did infants who had a high baseline RSA and were raised in an environment that fostered security.

These results support the idea that poverty is not a uniform stressor. High-RSA infants raised in disorganized caregiving environments faced the double whammy of an insensitive caregiver and poverty. For these infants, high baseline RSA may have increased their sensitivity to negative parenting experiences, leading them to develop coping strategies that became problematic later in childhood. Indeed, in this study, these infants fared the worst, showing problem-behavior scores that were far above clinical risk indices.

But poverty did not have the same effect for high-RSA infants who had nurturing caregivers. Physiological susceptibility -- in the form of high baseline RSA -- may have enabled these infants to be more attuned to, and affected by, a sensitive caregiver. The data suggest that these infants had the lowest levels of problem behavior, falling below community norms reported in other studies.

Infants with low baseline RSA showed higher than average problem behaviors, regardless of caregiving environment. The researchers speculate that, for these infants, poverty may be a more powerful predictor of problem behavior than the immediate parenting context.

Conradt and colleagues argue that this research may have important implications for efforts to identify the children who are most vulnerable to developing problem behavior given their biological and environmental risk factors early in life.

Along with Conradt, co-authors include Jeffrey Measelle and Jennifer Ablow of the University of Oregon.

Chavez back in Venezuela, stirs succession talk

CARACAS, Venezuela (AP) ? Hugo Chavez's sudden return to Venezuela after more than two months of cancer treatments in Cuba has fanned speculation that the president could be preparing to relinquish power and make way for a successor and a new election.

The government is insisting that Chavez remains in charge, playing an upbeat jingle on state television Tuesday with the message: "He's back, he's back!" But political analysts said he could soon take the oath of office in a delayed swearing-in ceremony as a first step toward a formal resignation, and a transition of power. Taking the oath, however, wouldn't be required for the country's congress and Supreme Court to call a new election.

Chavez remained silent and out of sight a day after his return was announced on his Twitter account Monday. The government said he was continuing unspecified medical treatments at Caracas' military hospital.

"The big question, beyond where the president is, is whether the president is capable of governing," said Mariana Bacalao, a professor of public opinion at the Central University of Venezuela. She said it seems unlikely that Chavez would be able to overcome his illness.

Even the state newspaper Correo del Orinoco referred to the possibility of a new election in its Monday edition. The top headline, published before Chavez's announced return, reported on a survey by the pollster Hinterlaces that showed Vice President Nicolas Maduro with a double-digit lead over opposition leader Henrique Capriles if a vote were held.

Chavez hasn't spoken publicly since before his latest cancer surgery in Cuba on Dec. 11, and critics are questioning whether a leader who has been breathing through a tube and is unable to appear in public is now capable of remaining in office.

"This tension isn't sustainable for much longer. Now that he's here, they can't let another 70 days pass for an image to appear or for him to speak," Bacalao said. "There has to be a convincing response because people are waiting for an outcome."

Chavez's political allies have left open the possibility that the president may finally take the oath of office, a ceremony originally scheduled for last month. But they have given few precise details about his cancer or what sort of "complex and tough" treatment he is undergoing.

Aides and politicians in Chavez's camp have said he should be given as much time as he needs to recover.

"We can't demand anything more of Chavez. Now we have to see how we can help more, being more efficient, more productive," Aragua state Gov. Tareck El Aissami said on state television on Tuesday.

Bolivian President Evo Morales, a friend and ally of Chavez, made a brief visit to Caracas on Tuesday and arrived at the military hospital together with Maduro. Morales left the hospital later without speaking to reporters.

Chavez's return came less than three days after the government released the first photos of the president in more than two months, showing him in a bed looking bloated and smiling alongside his daughters.

The government has yet to release any images of the president in Caracas. But as soon as his return was announced on Monday, supporters held upbeat street celebrations and set off fireworks.

The way the government has played his return seems one more attempt to take advantage of the situation and "keep the government political class in power," said Jose Vicente Carrasquero, a political science professor at Simon Bolivar University in Caracas.

The 58-year-old Chavez was re-elected to a new six-year term in October, and his inauguration, originally scheduled for Jan. 10, was indefinitely postponed by lawmakers despite complaints by the opposition. The Supreme Court upheld the decision and said the president could be sworn in at a later date before the court.

Carrasquero said he sees Chavez's eventual swearing-in ceremony as an obligation for the government.

"Once the swearing-in is performed, in my opinion we're facing three possible scenarios: one is that the president resigns immediately and elections are called more or less quickly," Carrasquero said, adding that other possible scenarios would include declaring a temporary, 90-day absence of the president, which could be extended for another 90 days.

A third scenario would be the status quo, Carrasquero said, but sooner or later, a new presidential vote seems "inevitable." He and other analysts say it's hard to predict how long that might take.

The Venezuelan Constitution says that if a president dies or steps down, a new vote must be called and held within 30 days. Chavez raised that possibility before he left for Cuba in December by saying that if necessary, Maduro should run in a new election to replace him.

Asked about Chavez's return, U.S. State Department spokeswoman Victoria Nuland noted the possibility of a new vote.

"It is obviously a matter for Venezuelans to decide how the transition is going to take place," Nuland told reporters in Washington on Tuesday. She said "we would hope that that election would be free and fair and balanced," and that there would be open media access.

On Monday night, Maduro and other Cabinet ministers held hands and prayed in a televised gathering where a priest and a minister offered words of thanks for Chavez's return.

"He will live and he will triumph," Maduro said earlier while leading a Cabinet meeting on Monday night. As the meeting ended, on television an image of Chavez's face was superimposed on the oval-shaped table.

Officials have confirmed that Chavez is breathing through a tracheal tube, but it's unclear if he is breathing on his own or is relying on a ventilator.

"It is possible that he has a tracheostomy without being ventilator-dependent, although it isn't clear why that would be the case," said Dr. Steve Hahn, a professor of radiation oncology at the University of Pennsylvania's Perelman School of Medicine.

Hahn, who is not involved in Chavez's treatment, said swallowing usually becomes difficult, though not impossible, for patients who have undergone the procedure and have a hole in the windpipe.

The alternatives for patients who can no longer swallow include a tube coming out of the stomach or the nose, or intravenous feeding, Hahn said. "The patient may not be receiving IV fluids or antibiotics, although they often are."

Hahn said that given Chavez's treatment regimen and evolution, he could have a low-grade sarcoma that is continuing to come back.

"It certainly sounds like he is receiving palliative chemotherapy," Hahn said. "It does sound as if his situation is incurable and most likely end-stage."

Twitter hack to hinder e-commerce service uptake

The recent hack on Twitter which affected 250,000 users will have left subscribers uneasy over linking their microblogging accounts to their American Express credit card accounts to conduct e-commerce activities.

The saving grace would be American Express' efforts in beefing up its online transaction security these past years, which should convince some users that the e-commerce tie-up between the two companies remains a viable service.

twitteramex
Users who are interested in promotion products can send out a tweet with a specific hashtag. American Express will send an @-reply for confirmation, and buyers have 15 minutes to ratify the purchase. (Source: YouTube)

Last Monday, Twitter announced its e-commerce partnership with American Express. Credit card holders who link their bank accounts with their Twitter handles will be able to trigger a purchase of products such as jewelry or gift cards by posting a tweet.

Twitter was the victim of a successful breach on its systemsearlier this month, however. It said: "[Our] investigation has thus far indicated that the attackers may have had access to limited user information--user names, e-mail addresses, session tokens and encrypted/salted versions of passwords--for approximately 250,000 users."

Commenting on these developments, Jonathan Andresen, director of product marketing at Blue Coat Asia-Pacific, said the hacking attack on the microblog site may affect the confidence of potential users of the e-commerce service.

He said it is very important for companies to protect their sites from online attacks as frequent breaches may damage a company's brand. "This is similar to every other online service such as banking. If they do not ensure it is secure, people will have no confidence to use it," Andresen noted.

Eric Chiu, president and founder of HyTrust, agreed. He said: "It's one thing to have someone use your credentials to hijack your Twitter account. It is an entirely different thing if they can charge purchases to your credit card."

Twitter user Jacky Chua told ZDNet Asia she would be "worried" about signing up for the Twitter-American Express service following news of the successful attack on the social media platform.

"I'm not sure if I'm willing to put my credit card information there," Chua said.

Another subscriber, Melvin Lum, said he was planning to limit his usage of Twitter to "prevent more information from getting stolen. "I'm already tweeting less and may close my account in the near future. I'm not even thinking of putting my credit card information there," he added.

American Express to save the day
However, Kendrick Sands, consumer finance company analyst at Euromonitor, disagreed. He said one of American Express' distinguishing factors is its customer service and responsiveness is reimbursing companies for fraudulent charges. For this reason, customers of the payment service provider are less likely to be worried about the service partnership with Twitter, he said.

Furthermore, American Express has invested millions in its online processing capabilities and security over the last few years, and will be prepared for the challenges--security or otherwise--presented by the increased online transactions, said Sands.

Nadia Mohammad, too, expressed confidence in the e-commerce partnership. The Twitter and American Express user said the online attack on Twitter would not deter her from signing up for the service because she "believed in American Express" and payment companies have stronger security measures than social networks to protect their customers.

"Twitter would've also stepped up measures to improve its security after the incident, so I don't see why I should be afraid," said Nadia.

Moving forward, both companies must increase their efforts to protect cardholder and credential information, Chiu stressed. Linking credit card information to a social media site will require the latter to put in place much higher levels of security than it does today, he added.

This will also improve user perception of the microblogging site and bring in more users to join the e-commerce partnership, Chiu explained, adding that Twitter will become an even greater target with the American Express partnership.

With millions of users to monitor, Twitter and American Express can also consider using a real-time Web security cloud service to ensure instantaneous feedback is available by analyzing Web content and blocking threats, Andresen advised.

Twitter and American Express did not respond in time to comment on their security efforts to safeguard customers' online transactions and personal information.

Pope asks continued prayers in these 'unusual' days for church

VATICAN CITY (CNS) -- Calling this an unusual time for him and for the church -- but not specifically mentioning his resignation -- Pope Benedict XVI thanked people for their affection and asked them to continue their prayers.

A roar of applause rose up from more than 50,000 people gathered in St. Peter's Square Feb. 17 as Pope Benedict came to his studio window to lead the Angelus prayer.

People came to St. Peter's in larger numbers than normal for a Sunday Angelus because it was the first completely public, no-tickets-needed event since the pope announced Feb. 11 that he would be stepping down Feb. 28.

As he does every week, he greeted groups of pilgrims in their native tongues. Addressing Spanish speakers, he said, "My heartfelt thanks ... for your prayers and affection in these days. Continue to pray for me and the next pope."

And he told Polish speakers, "Thank you for your prayerful support and spiritual closeness in these days that are so unusual for the church and for me."

Before leading the Angelus prayer, Pope Benedict commented on the beginning of Lent and the day's Gospel reading about the temptation of Jesus.

He said Lent is a time for Catholics to renew their spiritual lives and turn to God, "renouncing pride and selfishness to live in love."

Making God the center of one's life, he said, requires "spiritual battle" because the devil doesn't want people to be holy and "tries to detour us from the path toward God."

The Gospel account of the temptation of Jesus in the desert, he said, shows just how "subtle" the devil can be: he does not try to trick Jesus directly into evil, but tempts him with "a false good."

When power or material goods, even basic necessities, become the most important priorities, "God becomes secondary," the pope said. "In the final analysis, faith is at stake with temptations because God is at stake. In the decisive moments of our lives, we face a juncture: do we want to follow the ego or God, individual interests or the one who is truly good?"

The good news, the pope said, is that Jesus has defeated the devil for us, "therefore, we are not afraid to take up the battle against evil; what is important is that we do so with him, with Christ, the victor."

For many Roman families, joining the pope for the recitation of the Angelus is a normal part of a Sunday or holiday stroll, and Feb. 17 they were joined by Gianni Alemanno, mayor of Rome, and members of the city council.

With large crowds expected, officers from a variety of Italian and Rome police forces, as well as paramedics and even garbage collectors had deployed along the broad avenue leading to St. Peter's Square and along the square's perimeter by 10 a.m.

An hour before the Angelus, thousands of people were already in the square. The young staked out places by sitting on the cold cobblestones. Others previewed their banners for the press, including some that said: "You are Peter. Stay" and "Thank you, Holy Father. We love you very much."

Pope Benedict ended his remarks by asking for special prayers for himself and his top aides in the Roman Curia as they were about to begin their annual Lenten retreat that evening.

Apple iPad Ads Highlight Wealth of Applications

The latest ads seem to be a bit of a departure from Apple?s minimalist approach, featuring more upbeat music and a faster pace.

One of the savviest technology companies on the planet released two television commercials aimed at convincing consumers to pick up its iPad and iPad mini tablets. The two commercials, titled ?Alive? and ?Together?, highlight the software operating system and ecosystem of applications that help make Apple?s hardware so desirable. The fast-paced ads, which are accompanied by a bouncy musical score, showcase the various capabilities of the tablet. Like everything else with Apple, the company?s advertising strategy is always closely scrutinized, and the latest ads seem to be a bit of a departure from Apple?s minimalist approach. In addition to the new TV spots, Apple also debuted a new line of print advertisements also aimed at highlighting the wealth of applications designed specifically for the tablet. Apple is facing increased competition from other tablet vendors like Samsung and Amazon, but remains the clear market leader. Apple's tablet sales were driven by strong demand for the iPad Mini. With a recent Canalys report estimating that the 7-inch device made up more than half of Apple's total tablet shipments, owing to an attractive price point (a debatable point of analysis) and compact design, which the firm said has led to "significant cannibalization" in the iPad range and the wider PC market. The 2012 holiday quarter also marked the first time Apple has not controlled half the tablet market; the company's share stood at 49 percent at the end of 2012, despite record shipments. Including iPad sales, worldwide PC shipments increased 12 percent year-on-year in the fourth-quarter to reach 134 million units. "Apple timed the launch of the iPad Mini well,' Canalys research analyst Pin-Chen Tang said in a statement. "Its success proves there is a clear demand for pads with smaller screens at a more affordable price. Without the launch, Apple would surely have lost more ground to its competitors." The company recently gave its MacBook Pro with Retina display notebook a refresh, sporting updated processors and lower starting prices: The entry-level 13-inch MacBook Pro with Retina display now starts at $1,499 for 128GB of flash storage, and $1,699 for a new 2.6 GHz processor and 256GB of flash storage. Apple also upgraded the 15-inch MacBook Pro with Retina display, which now features a faster 2.4 GHz quad-core processor, and the flagship 15-inch notebook comes with a new 2.7 GHz quad-core processor and 16GB of memory. Apple also announced that the 13-inch MacBook Air with 256GB of storage has a new lower price of $1,399. All models are available through the company?s online store, retail stores and authorized resellers.

Clinical South Africa seal series win

CAPE TOWN | Sun Feb 17, 2013 5:42pm GMT

CAPE TOWN (Reuters) - South Africa showed why they are the number one test team in the world with a clinical performance on day four of the second test against Pakistan to clinch the series with a four-wicket victory on Sunday.

Excellent bowling in the morning session was backed up with steady batting under the hot sun as they chased down a victory target of 182.

South Africa now lead the three-match series 2-0 with one match remaining in Centurion starting on February 22.

Hashim Amla anchored their chase with an enterprising 58 from 96 balls that drained the belief from the Pakistan bowlers.

The tourists picked up some late wickets to allow spinner Saeed Ajmal to record match figures of 10 for 147, but by then the game was lost.

Starting their innings 30 minutes after lunch having bowled Pakistan out for 169 in their second innings, the home side lost the early wicket of Alviro Petersen lbw to Umar Gul for one.

Graeme Smith (29) then became Ajmal's first victim of the innings when he was also trapped in front going on the sweep, the second time in the test he has been out in that fashion.

Jacques Kallis hit a brisk 21 before being dismissed lbw by Ajmal.

Amla was magnificent as he steered the ball all round the ground, but was bowled as he had an uncharacteristic wild swing at an Ajmal delivery, bringing an end to his fine knock.

AB de Villiers (36) also played a reckless flashing cut that was caught by wicketkeeper Sarfraz Ahmed off Tanvir Ahmed to give the bowler his only wicket of the test.

Faf du Plessis (15) was lbw to Ajmal with two runs needed, but Dean Elgar (11 not out) smashed the winning runs.

Perhaps fittingly, he was at the crease at the time with man of the match Robin Peterson (1 not out), who had changed the course of the match with his 84 on Saturday and fine bowling on the fourth morning.

FIRST BREAKTHROUGH

The victory was set up by South Africa taking seven Pakistan wickets for the addition of 69 runs.

The tourists resumed on 100 for three, but it was not long before the hosts had their first breakthrough.

Misbah-ul-Haq attempted a poorly executed sweep off Peterson and sent a top-edge flying to Graeme Smith at leg slip, the batsman departing for a patient 44.

Asad Shafiq (19) was next to go, unlucky to see the ball bounce onto the stumps after it looped up following his back-foot defensive shot off Vernon Philander.

Then came a collapse that rocked Pakistan as they lost three wickets in as many balls.

Sarfraz Ahmed (five) left a Peterson delivery that turned out of the leg-side rough and cannoned into his stumps.

It was the last ball of the spinner's over, with Philander taking up the attack from the other end and getting wickets with his first two balls.

Ali had reached his 14th test half-century when he edged to wicketkeeper AB de Villiers for 65, and Gul lasted one delivery as he was brilliantly caught by a diving Petersen at third slip.

Ajmal (four) was bowled around his legs by Peterson and Mohammad Irfan (two) was the last wicket down as he fended a Dale Steyn bouncer to Petersen in the slips.

Philander ended with match figures of nine for 99.

Irish football team's success helped rekindle Staten Island fundraiser

INSOUT17.jpg At the rescheduled Notre Dame Club of Staten Island/Knights of Columbus, Manresa Council No. 2147 event on Jan. 7 are, kneeling from the left, students Danielle Lopez and Joshua Lopez. Standing, holding the flag, are students Derek Halligan and Miguel Lopez. Standing behind the flag are Monsignor James Dorney, Principal Margaret Annunziata and Tara Alleyne-Lopez. Standing, back row, are Joe Delaney, the Rev. Michael Cichon, Ann Broderick and Mike McHugh. ? STATEN ISLAND, N.Y. ? On Saturday morning, Nov. 3, just five days after Hurricane Sandy devastated these shores, Joe Delaney of the University of Notre Dame Club of Staten Island and Mike McHugh of the Knights of Columbus, Manresa Council No. 2147, surveyed the destruction of Manresa Council Hall, located on Cedar Grove Avenue in New Dorp Beach.

As they viewed the devastation of homes and property in the area all around Manresa Council Hall, they thought that their Notre Dame-Pittsburgh fundraiser for St. Peter-St. Paul School, originally scheduled that very Saturday at 3 p.m. and now canceled, would never be rescheduled.

For the past 11 years, the Notre Dame Club and Manresa Council have combined efforts to raise funds to support Catholic education at St. Peter-St. Paul School in New Brighton. In fact, since 2002, the two groups had raised a total of $45,000 for the school.

Joe goes on to explain that the Notre Dame-Pittsburgh football game on Nov. 3 ? won by The Fighting Irish 29-26 in miraculous, come-from-behind triple overtime fashion, a win that continued Notre Dame?s unbeaten season ? allowed both men to dream big and save the fundraiser.

If the Irish finished the 2012 season undefeated, they thought, that might allow them to re-schedule the fundraiser and build the event around a Notre Dame BCS Championship Bowl game on Jan. 7.

?The beneficiaries of a re-scheduled gamewatch/fundraiser would still be St. Peter-St. Paul, but would now include the recently established Manresa Council Re-Building Fund,? Joe added.

Unbeaten Notre Dame did end up playing Alabama for the BCS title on Jan. 7. Almost 200 people showed up at The Hillside Swim Club, Bulls Head, to watch the game and support the fundraiser.

Through a series of raffles and prize drawings, a final combined total of $10,000 was raised to help St. Peter-St. Paul School and The Manresa Building Fund. Proceeds were split evenly between the two.

Joe points out that several Staten Island businesses supported the fundraiser by donating food and services. Special thanks to Jimmy Maxx Pizza?s Jimmy McBratney; Joe Gustivino from Pier 76 Restaurant for a large donation of food, and Ed Thatcher for donating hot dogs, rolls, a sheet cake and milk.

Although Notre Dame lost the game to Alabama, 42-14, Joe states:

?The real winners of the evening?s game were the students of St. Peter-St. Paul School and the K of C Manresa Council, who will re-build their Council Hall.?

Assisting Mike and Joe with the planning and organization of the fundraiser was Notre Dame Club members Bob Griswold, Ann Mulchay, Christine Thomson and Mike Waters.

Assisting from Manresa Council was Judith McHugh, Bob and Nancy Bauer, Andrew Diaz and Jim Neese.

In closing, Joe notes: ?Hurricane Sandy did, indeed, devastate Staten Island. However, Sandy could not defeat the spirit of the Staten Islanders, like the members of the Notre Dame Club of Staten Island and the Manresa Council No. 2174.

?Neither of these two groups would allow a tragedy like Sandy to prevent them from helping the children of St. Peter-St. Paul and restoring a community landmark in New Dorp Beach.?

Forget about leprechauns, engineers are catching rainbows

Feb. 15, 2013 ? University at Buffalo engineers have created a more efficient way to catch rainbows, an advancement in photonics that could lead to technological breakthroughs in solar energy, stealth technology and other areas of research.

Qiaoqiang Gan, PhD, an assistant professor of electrical engineering at UB, and a team of graduate students described their work in a paper called "Rainbow Trapping in Hyperbolic Metamaterial Waveguide," published Feb. 13 in the online journal Scientific Reports.

They developed a "hyperbolic metamaterial waveguide," which is essentially an advanced microchip made of alternate ultra-thin films of metal and semiconductors and/or insulators. The waveguide halts and ultimately absorbs each frequency of light, at slightly different places in a vertical direction, to catch a "rainbow" of wavelengths.

Gan is a researcher within UB's new Center of Excellence in Materials Informatics.

"Electromagnetic absorbers have been studied for many years, especially for military radar systems," Gan said. "Right now, researchers are developing compact light absorbers based on optically thick semiconductors or carbon nanotubes. However, it is still challenging to realize the perfect absorber in ultra-thin films with tunable absorption band.

"We are developing ultra-thin films that will slow the light and therefore allow much more efficient absorption, which will address the long existing challenge."

Light is made of photons that, because they move extremely fast (i.e., at the speed of light), are difficult to tame. In their initial attempts to slow light, researchers relied upon cryogenic gases. But because cryogenic gases are very cold -- roughly 240 degrees below zero Fahrenheit -- they are difficult to work with outside a laboratory.

Before joining UB, Gan helped pioneer a way to slow light without cryogenic gases. He and other researchers at Lehigh University made nano-scale-sized grooves in metallic surfaces at different depths, a process that altered the optical properties of the metal. While the grooves worked, they had limitations. For example, the energy of the incident light cannot be transferred onto the metal surface efficiently, which hampered its use for practical applications, Gan said.

The hyperbolic metamaterial waveguide solves that problem because it is a large area of patterned film that can collect the incident light efficiently. It is referred to as an artificial medium with subwavelength features whose frequency surface is hyperboloid, which allows it to capture a wide range of wavelengths in different frequencies including visible, near-infrared, mid-infrared, terahertz and microwaves.

It could lead to advancements in an array of fields.

For example, in electronics there is a phenomenon known as crosstalk, in which a signal transmitted on one circuit or channel creates an undesired effect in another circuit or channel. The on-chip absorber could potentially prevent this.

The on-chip absorber may also be applied to solar panels and other energy-harvesting devices. It could be especially useful in mid-infrared spectral regions as thermal absorber for devices that recycle heat after sundown, Gan said.

Technology such as the Stealth bomber involves materials that make planes, ships and other devices invisible to radar, infrared, sonar and other detection methods. Because the on-chip absorber has the potential to absorb different wavelengths at a multitude of frequencies, it could be useful as a stealth coating material.
